    Given the accumulated $2.2 billion gas debt owed by Ukraine’s Naftogas, Russia’s Gazprom will be forced to ask Ukraine for advance payments, Putin said in his letter to European partners, referring to the 2009 gas contract signed between Moscow and Kiev.

    “In other words, we’ll be supplying exactly the volume of gas that Ukraine pays for a month in advance,” as Itar -Tass quotes Putin's letter.

    Putin added that introducing advance payments would be an extreme measure.

    “We understand that this increases the risks of unsanctioned retrieval of gas flowing through the territory of Ukraine to European consumers. And it could also hinder accumulation of gas supplies in Ukraine necessary to provide for consumption during the autumn-winter period.”

    Given all the discounts Russia has provided in the last four years, Moscow has subsidized Ukraine’s economy to the tune of $35.4 billion, coupled with a $3 billion loan tranche in December last year.

    “I would underline – nobody except Russia has done this,” Putin wrote in the letter.

    “And what about [our] European partners? Instead of real support for Ukraine – declarations about intentions. Promises without real action.”

    The European Union has traditionally used Ukraine as a source of foodstuffs, metals, mineral resources and as an export market for its machinery, chemicals and other highly-processed goods. This creates a trade deficit of above $10 billion, which is almost two-thirds of Ukraine’s 2013 current account deficit, the letter explained.

    “Russia should not and cannot any longer bear the brunt of supporting the Ukrainian economy alone, giving it gas discounts and forgiving debts. In fact, with these subsidies Russia pays for a deficit in trade between Ukraine and the EU member states.”

    Immediate consultations with European countries receiving the letter are the only possible way to resolve Ukraine’s crisis, Putin said.

    We need “to start coordinated action as soon as possible. And we urge our European partners to do this,” he wrote.

    Ukraine’s total debt to Russia, including the $2.2 billion bill for gas, now stands at $16.6 billion, Prime Minister Dmitry Medvedev said on Wednesday.

    Gazprom has revoked all discounts and now charges $485 per 1,000 cubic meters of gas, a price Ukraine says it will not be able to pay because it threatens Ukraine's ability to continue normal gas transit operations to Europe.

    Loan terms set by the International Monetary Fund (IMF), will cut consumption in Ukraine this year by 8 percent, as well as erode capital investment, the World Bank (WB) has warned.

    The increased cost of household gas and district heating “will affect purchasing power and limit the government’s ability to boost capital spending this year. Thus, in 2014, we expect to see a decline in both consumption and fixed investment,” says the WB statement.

    “After several years of robust growth, a drop in consumption may be significant this year (over 8%) while decline in fixed investments will not be that substantial due to a low statistical base,” it added.

    The World Bank also said the GDP will shrink 3 percent, with inflation jumping to 15 percent in 2014.

    Since Putin's annexation of Crimea, Yanukovych has said nothing. On Friday, his Party of Regions, which in Kiev has gone into opposition, met in a Donetsk hotel, and several attendees expressed feelings of betrayal.

    The session started with the Ukrainian national anthem. Everybody stood. Nikolai Levchenko, one of the party's rising stars, acknowledged that Yanukovych had practically removed himself from the president's job. "Now we have to assess the situation soberly', he told delegates.

    Listening to the speech from the back of the hall was Maxim Rovinsky, head of public relations for Donetsk city council. Rovinsky said -- I hope we don't get little green men, a reference to the balaclava-wearing gunmen who popped up in Crimea. Donetsk is not Crimea. We don't have an autonomous parliament. People here are not so energised by Russia.

Even my wife viewed my Ukrainian position somewhat ironically," he said. "But when Putin spoke on TV she said: 'Turn it off!' Of Putin's address, he said: "It was the voice of a small indignant child. The message was: 'The west has insulted me so I'm taking Crimea.'"

    Todorov said, Russia and its spy agencies had undoubtedly activated the recent unrest in Donetsk. Those who took part included tourists from across the border, as well as youths from small, depressed mining towns in the Donetsk region. "Typically they are paid around 400 hryvnia (£25) a day." It is unclear who is funding them. Some suggest that Yanukovych's billionaire son Oleksandr – also in hiding somewhere – is responsible.

    ইউক্রেনে কি ইউক্রেনিয়ান মিডিয়া নেই? যদি থাকে তো এত মানুষ রাশিয়ান মিডিয়া দেখে কেন? স্টিরিওটাইপ আর মিথ কি খালি রাশিয়ান মিডিয়া বানায়?

    কিছুদিন আগে তো খবর এসেছিল ইউক্রেন রাশিয়ান চ্যানেল সব বন্ধ করে দেবে। এতদিন করে নি কেন সেটাই আশ্চর্য্য।

Those payloads would include “low-power laser attack systems, surveillance sensors, and even airborne and aquatic drones that act as decoys or provide intelligence and targeting information,” the site reported.

    One of the requirements for the new weapons would be that they would have to be able to survive harsh ocean-floor environments, sometimes for years at a time.
