    As a first step to fast-tracking development high on Prime Minister Narendra Modi’s agenda, the Intelligence Bureau (IB) has submitted a classified document identifying several foreign-funded non-governmental organisations (NGOs) that are “negatively impacting economic development”.
    “A significant number of Indian NGOs (funded by some donors based in the US, the UK, Germany, The Netherlands and Scandinavian countries) have been noticed to be using people centric issues to create an environment which lends itself to stalling development projects,” says the IB report marked to the Prime Minister’s Office (PMO).
    “The negative impact on GDP growth is assessed to be 2-3 per cent per annum,” says the June 3 report, identifying seven sectors/ projects that got stalled because of NGO-created agitations against nuclear power plants, uranium mines, coal-fired power plants, farm biotechnology, mega industrial projects, hydroelectric plants and extractive industries.
    While detailing what it calls “anti-development” activities by the NGOs during 2011-13, the 21-page report highlights their plans for 2014 and the areas that would come under pressure. These include a campaign against palm oil imports from Indonesia and disposal of e-waste of Indian IT firms, organising construction workers in urban areas, protests against identified projects such as Gujarat’s Special Investment Regions, Par Tapi Narmada River Interlinking Project and the Delhi-Mumbai Industrial Corridor.
    The report says that while caste discrimination, human rights and big dams were earlier chosen by international organisations to discredit India at global forums, the recent shift in the choice of issues was to encourage “growth-retarding campaigns” focused on extractive industries, genetically-modified organisms and foods, climate change and anti-nuclear issues.
    According to the report, the funding for such campaigns came from foreign donors under charitable garb for issues ranging from protection of human rights, violence against women, caste discrimination, religious freedom etc or to provide a “just deal” to the project-affected displaced persons or for protection of livelihood of indigenous people......

    In his first mega gift to the home state Gujarat, prime minister Narendra Modi on Thursday granted permission to raise the Sardar Sarovar Dam on the Narmada to its full height of 138.62 metres. This is also first major policy decision of the 10-day old BJP-led NDA government.
    Clearance to install 16.7-metre high sluice iron gates on the dam to reach the full height needed for hydropower generation came from the Narmada Control Authority (NCA) that was holding it back since past eight years despite repeated pleas of Modi as then Gujarat chief minister.

    The decision comes after many years of clasic conflict between the pro-environment and pro-development groups which has attracted attention of green groups the world over. Social activist and Narmada Bachao Andolan chief Medha Patkar who led a herculean struggle against the project for nearly two decades said the decision was not taken in a democratic manner. The NBA's stand is that around 2.5 lakh people are affected in Gujarat, Maharashtra and Madhya Pradesh from this dam

    "The decision has not been taken in a democratic manner. The government has not consulted the ministries concerned. The government has neither given us any hearing nor has it taken any time nor made any attempt to know the ground reality, before deciding to go forward with Sardar Sarovar Dam construction to its final height. Can the height be raised in violation of law?" Patkar questioned.....

They demanded that the long-pending issue of rehabilitating tribals affected by the project in Maharashtra be settled before raising the dam height. The NBA move followed reports suggesting that the Narmada Dam's height may be raised. According to reports, the delegation of tribals told Pradip they had heard of Anandiben Patel, Gujarat's new CM, making claims that the permission to raise the height of the dam would now be granted with Modi in the prime minister's chair. "The people in Narmada valley have shown courage to question this. We have presented data to establish the truth regarding displacement and environment. Now, we will be more cautious about the politics behind the vested interest," NBA activist Yogini Khanolkar had said. According to NBA, there are about 250,000 people residing in the Sardar Sarovar Project (SSP) submergence area in Maharashtra, Gujarat and Madhya Pradesh. The activists said tribal homes, markets, their agricultural and horticultural assets, places of worship, would all be submerged and that proper rehabilitation should be a prerogative. The NBA had contended that such a move, to raise the dam height without rehabilitating them, would violate a Supreme Court ruling and amount to contempt of court...

    The NBA delegation informed the Nandurbar collector that in Maharashtra, a minimum of 1,000 tribal families are yet to be rehabilitated with land, houses, plots, irrigation and other amenities. The activists also demanded full-fledged health facilities and regular rations as well as a boat service in every village, because people have faced death or destruction without these since last year. "... while monsoon is at the doorstep, senior officials have promised they will ensure regular availability of doctors and medicines," said NBA's Noorji Vasawe while narrating incidents of snake bites and crocodile attacks, lack of jetties or water lifting schemes.

  • না কিছু পরিবেশ আন্দোলন তো দরকার কিন্তু দেখুন সব প্ল্যান্টের এগেন্স্টে এমন আন্দোলন শুরু করেছে যে দেশের বিদ্যুত যোগানে ঘাটতি হয়ে যাচ্ছে এটার কি মানে? সব কিছুর বিরুদ্ধে আন্দোলন করলে তো সমস্যা আরো বাড়বে তখন তো ইন্ডাস্ট্রিও বন্ধ হয়ে জাবে।

  • এনজিও বানাতে চাইলে যে বাইরে থেকে পয়্সা আসে এটা একদম সত্যি কথা। আমার দুএক্টা ব্ন্ধু প্ল্যান করে রেখেছে পাস করে চাকরিবাকরি না জুটলে এনজিও খুলে বসবে ওদের নাকি দুএক্জন আত্মিয় টাত্মিয় চেনা আছে তারা বলেছে ঠিকমতো প্ল্যান বানিয়ে কাগজ সাবমিট করতে পারলে বিদেশ থেকে টাকা দেবার লোকের অভাব হবেনা। মাসে তিন চার হাজার ডলার কামাতে পারলেই তো হয়ে গেল।

    আর এত গোপনীয়তা কেন? NGO দের সার্ভারে কেন অত্যাধুনিক এনক্রিপশন দরকার ? তারা কি কোনো স্পাই এজেন্সি ?

    The report also has a paragraph on Greenpeace’s Indian headquarters in Bangalore where it regularly receives foreign experts. “Recently a group of cyber security experts upgraded its communication systems and installed sophisticated and encrypted software in its servers and computers”. The IB basically is raising questions as to why an NGO needs to constantly upgrade its communication system and have it encrypted with sophisticated software.
