    The project — assigned as a priority under the Vajpayee government — received a renewed push under PM Narendra Modi who set up a special committee to monitor its execution in September last year. A separate task force was also constituted in April.

    “Even if they say they are not directly diverting water from Ganga, they will in any case divert it from the tributaries of Ganga and it would mean the same thing,” said Manoj Misra, a water activist from the Yamuna Jiye Abhiyaan. “We have the same relation with China that Bangladesh has with us (as the downstream country along a shared river). If China does the same, we make noise. But for Bangladesh, we have nothing to offer beyond words.”
    India has long feared China may go ahead with its own ambitious diversion project upstream along the Brahmaputra in Tibet, where it is called the Yarlung Zangbo, although the Chinese government equivocally denies such plans.
    Medha Patkar, a social activist and founding member of the anti-dam movement Narmada Bachao Andolan, doesn’t believe the project is feasible: “It will have huge social, environmental and financial impact. There will be a series of dams and each needs environmental clearance. Without sustainability and feasibility studies, I don’t know how they are pushing it.”
    Patkar refutes government claims that the project will help keep floods in check: “Only one-fifth of the Ganga flow will be diverted. How can that prevent floods? There is no scientific basis to it.”
    Patkar also fears that the project could lead to the privatisation of rivers. “The original estimated cost of the project was five lakh sixty thousand crore (US$91 billion) which must have now increased to eight lakh crore (US$130 billion). Such huge costs will require corporate investment.”
    Water experts say surplus water shouldn’t be diverted from a river on such a large scale. The excess water is necessary to keep river basins healthy as it percolates down to the soil, recharges groundwater and moistens soil in the dry season.
    According to Misra, one just needs to look at the Narmada-Kshipra link to see how badly disastrous river linking will be if done on a nationwide scale.

    “It will not only involve huge costs but also displace many and poise serious livelihood problem on those depending on fishing and agriculture,” she said. According to her, the cost of the project which was estimated at Rs.5.6 lakh crore four years ago might have escalated to Rs.10 lakh crore by now.

    There was no logic in taking up interlinking when the United States had imposed a moratorium on construction of big dams on economic grounds since 1994.

    A founding member of Narmada Bachao Andolan, Ms. Patkar said interlinking would also destroy the aquatic wealth, archaeological remains and natural forests. Instead of constructing big dams, the government should plan small dams by involving the locals with their prior consent as stakeholders. Objecting to going ahead with the Polavaram project named Indira Sagar in Andhra Pradesh, she said they (powers-that-be) should reduce the dam size to put the displacement at bare minimum, sort out differences with Chattisgarh and Odisha and plan a series of mini and micro watersheds in the basin.

    “What is the point having such a project which will cause deforestation, displacement of people and increase the impact of climate change? There are cost effective alternatives such as water harvesting and watershed management which the government does not want to explore,” said Himanshu Thakkar of the South Asia Network on Dams, Rivers and People (SANDRP).

  • আচ্ছা এই প্রজেক্ট টা নিয়ে ব্যাগরা দেওয়ার লোকেরা কিছু বলছেন না কেন? এটা তো একটা ম্যাসিভ লেভেলে এক্সপেরিমেন্ট। রেজাল্ট যা খুশি তাই হতে পারে। প্রেডিক্ট করা তো অসম্ভব। আর প্রায় এক লাখ কোটির খরচ।

    The 30-link project would start with the linking of Ken and Betwa rivers to provide irrigation facility to water-deficient Raisen and Vidisha districts of central Madhya Pradesh. The two rivers — that constitute phase 1 and 2 of the project — flow through MP and Uttar Pradesh.

    এখন আমাকে ইস্লামোফোবিক আর যাই বলুন বলতে পারেন। তবে দেবালয়ে একদিন আগুন লাগতেই পারে।

    দ্বিতীয়ত এটাও মনে হয় যে আমাদের এই চাড্ডি সরকারের কাজ হওয়া উচিত ঐ দুই জায়গায় গণতন্ত্র যাতে শেষ অব্ধি টিঁকে থাকে তার দিকে নজর দেওয়া। দরকার হলে এই ইস্যুতে রাশিয়া আর চায়নার সাথে অ্যালায়েন্স তৈরি করা। ওই দুই দেশও কিছুটা একই রকম ভুক্তভোগী।
