    এন জি ও বলতে যেটা এখানে বলা হচ্ছে সেটা হচ্ছে ১০০% বাগড়াপন্থীদের। তাদের কাজই হচ্ছে যেখানেই কোনো বড়ো কনস্ট্রাকশন হবে সেখানে গিয়ে বাগড়া দেওয়া। পাওয়ার প্ল্যান্ট বলুন, বা হাই ওয়ে, বন্দর, এয়ারপোর্ট,ড্যাম .... এঁয়ারা সব খানেই আছেন আর সবেতেই এনাদের আপত্তি। নানান ভাবে বিদেশী টাকা পৌঁছায় এদের হাতে।

    মনোমোহোন সিং এ ব্যাপারে বলেছিলেন, লরেন বাবুও বলেন। আমারো এরকমটাই মনে হয়।

    এই বাক্যটি এটাও প্রমাণ করছে যে NBA পুনর্বাসনে "আগ্রহী" ছিল এবং সেই কারণে resettlement-এর আলোচনা চালিয়েছে।

    সিঙ্গুরে কিছুতেই কারখানা হতে না দেওয়াটাই উদ্দেশ্য ছিল। NBA-এর মেধা বাঁধ নিয়ে resettlement-এর আলোচনা চালিয়েছেন আর সিঙ্গুরে কারখানা বন্ধ করার জন্য গোলমালে ঘৃতাহুতি দিয়েছেন।

    যুক্তি বুঝতে না পারলে খিস্তির আশ্রয় নেওয়াটা নতুন কোন ঘটনা নয়।

    The experience of cash swindled away leaving families impoverished has occurred in all the past projects; hence we demand land based rehabilitation in the Narmada dam too (where it is policy and hence 10500 families have got it not without problems, though thousands remain deprived).

    We demand in West Bengal a state level Rehabilitation Act for the minimum displacement that may occur for projects that would be justified and conceded to, by the affected people. We have already drafted a National Policy on Development Planning and the Advisory Council to UPA chaired by Sonia Gandhi, has already approved the National Draft. Let the LF take it up as our supporters and get enactment with one more consultation and finalisation, the earliest possible...

    • We will certainly like to check on the trainee’s list and the training offered, which is not fully possible in the present circumstances and atmosphere of intimidation.

    • Our brief investigation and the status report itself show that many of the training programmes are yet to begin while occupation of their land has started. Whatever little programme has commenced, some of the trainees are from the project affected families and others are not. So why should the families face displacement to get such training which is a need of women and youths
    all over?

    • It is also no guarantee of employment. The application forms filled by the trainee youths, state clearly that training does not mean the guarantee of a job! One knows from experience of
    industrialisation all over that the oustees don’t get absorbed, they do not get a share in the benefits. The reasons, politico-economic, cannot be ignored.

    • The report claims development works to have been undertaken in the affected area. Are these a part of rehabilitation? Installing bore wells, excavations of silted water channels, building roads etc. are regular development activity and why should it wait for some big industry to acquire the area? The industrious population is to be deprived, agriculture with further potential for agro industry and harnessing water in this Damodar Valley Command area is to be
    lost.towards what end?

    • Even the cash compensation affected seems to be high to an outsider – Rs 6 to 9 lakh per acre as basic price and 9 to 13 lakh per acre paid price with solatium etc. We are told the actual market price for these two quality lands is actually almost double. Also, the land adjacent to the Durgapur Expressway is too expensive. In today’s world especially the urban, when land is gold its value is ever escalating. This is land near the metropolis and hence the Tatas want it too. Why should the resident farmers part away with the same?

    • The questions of course go beyond the rates and the market.
    First, should the displacement be imposed on people living with agriculture for generations? Second, what is our experience with rehabilitation?

    Narmada and such tens and hundreds of projects are known but so are those in West Bengal. Damodar Valley Corporation affected too, and is yet to be rehabilitated. The research by Walter Fernandez of the Indian Social Institute, now at the North Eastern Social Research Centre, Guwahati, brings out that in West Bengal as other states, at least 70 lakh persons got affected due to the projects since 1947 till 2000, and only 9% of them are actually rehabilitated. This is too low a percentage compounded to that for other states (AP- 28%, Orissa- 33%, Goa – 34% & Kerala – 13%).

    • There is no doubt, therefore that farmer- cultivators, registered bargadars to labourers in Singur are not for displacement, nor for rehabilitation. The report only mentions their numbers but not any opinion survey or referendum has been conducted. The numbers given by the official and the non-official also differ. The registered bargadars cannot be 237 and one must note that
    the `operation barga’ the popular land reform exercise was to be completed, not only registering all bargadars but as a second phase, granting them land rights too. This has not happened yet. That the land records are not updated, was accepted by Mr Nirupam Sen, Minister for Industries himself, who admitted that updating work is being done simultaneously...

    বাঁধের উচ্চতা আরো বাড়বে-ধীরে ধীরে যদিও। মেধার ক্ষমতা নেই আটকানোর।

    Sardar Sarovar Dam at its present height itself has 2 lakh people in its affected region while if the height is raised by erectig 17 meters high gates, the densly populated villages in Nimad Madhya Pradesh with houses, farms, shops, temples, mosques standing crop etc. will face a watery grave. Adivasi villages in the hills in Maharashtra, Madhya Pradesh and Gujarat habitating hundreds of families are also to be further submerged. Altogether not less than 2.5 lakh people, farmer, fishworkers, potters, shopkeepers will face a deluge and devastation, without rehabilitation, if the height is raised from 122 meters to 138 meters!
    Thousands of families – mostly adivasis and small farmers are yet to be given land in M.P. and Maharashtra. While hundreds have not accepted cash compensation till date and are entitled to land, thousands who have been disbursed half or full installments of cash compensation have been duped by a nexus of agents and officials and the matter is sub judice (under judicial inquiry). Thousands of landless, fish workers, potters etc. are also awaiting alternative livelihood based R&R.
    Expert Committees appointed by MoEF have concluded that numerous studies and safeguard measures on command area development, catchment area treatment, compensatory afforestation, aquatic, health impacts seismic risks, downstream impacts is pending and gross violations have been pointed out, which are yet to be rectified.
    Neither the R&R Sub Group nor the Environment Sub Group can grant clearance to raise the dam in the present situation, since the Supreme Court’s Judgement of 2000 clearly mandates that permission shall be given pari passu, only after ensuing full and lawful compliance on all measures.
    In M.P. and Maharashtra, 1000+ orders of the Grievance Redressal Authority are pending for compliance and 1500 of applications are also pending to be heard. Central Government is bound to comply with the Narmada Water Disputes Tribunal Award, R&R Policies, Judgements of the Supreme Court, Action plans and GRA orders. The GRA’s have not yet given their clearance and NCA’s decision without the same is illegal.
    A Judicial Commission under Justice S.S. Jha has been inquiring into a massive corruption scam of Rs. 1000 crores in M.P. and the inquiry as well as report on the fake registries, irregularities at 88 R&R sites, house plot allotments, livelihood to landless is due. Huge corruption implies huge rehabilitation work pending.
    People of the Narmada valley are not at all opposed to the interests of the farmers, rural poor and real development of Gujarat and Rajasthan. We are not at all questioning or stalling the construction of canals in the command area. We appeal to you that the canal work needs to be undertaken on a priority basis and the water ponded at 121.92 mts needs to be fully utilized and all pending measures on R&R, environmental compliance should be ensured, before raising the dam height further.
    Raise of dam height at this stage has only lead to additional submergence without any real increase in the benefits. Such a decision would be completely unlawful and does not behove good for the welfare of the citizens of India. The investment of 70,000 crores needs to be reviewed vis-à-vis the benefits and a comprehensive review needs to be undertaken, with all stake holders.
    It is tragic the way decision has been taken, even before the decision was taken, Gujarat CM Anandiben Patel, had not only announced but was in Kevadia to perform puja. This shows lack of any attempt at looking at the facts by the concerned Ministers, Uma Bhartiji, Paraksh Javadekarji or Thavarchand Gehlot must have looked into all the reports, detailed data as well as the ground level situation, before deciding.
    This hurried decision will cost the nation and Narmada Valley. More importantly, Gujarat & Rajasthan can get their share of water from Narmada river without this height increase and are not able to use even 20% of the water already available to them at the current height. This is clearly unnecessary, unjust and unwarranted decision that is not likely to have even legal sanction. Only additional benefit that increase in height can provide is about 10-20% additional power generation, in which Gujarat’s share is only 16%: 57% share goes to MP and 27% share goes to Maharashtra.
    Today's decision is a complete breach of every principle of democracy and justice and people of Narmada Valley will challenge it. Narmada Bachao Andolan will continue its struggle for justice and fight for dignified livelihood for the people of Narmada Valley.

    বড় ইনফ্রাস্ট্রাকচারের কাজে (বাঁধ, রাস্তা, ব্রীজ, ফ্যাক্টরি) অনেক সময়ই কিছু মানুষ ফাঁকে পড়ে যায়। তাদেরকে স্রেফ কোল্যাটারাল ড্যামেজ হিসেবে ট্রিট না করে তাদের ভয়েস.. তাদের স্বার্থ দেখা... তাদের হয়ে দাবীদাওয়া, কথাবার্তা, আন্দোলন চালানোর কাজ জেনারেলি করে থাকে কিছু NGO।
    পৃথিবীর সমস্ত দেশেই এমন অর্গানাইজেশন আছে।
    তাতে অসুবিধে কোথায়?

    কিন্তু, সব প্রজেক্টে এমন হয় না, যেখানে মানুষ ফাঁকে পড়ে যায় সেখানেই শুধু হয়।
    অর্থাৎ, যেখানেই বাঁধ বা কারখানা হচ্ছে সেখানেই গিয়ে বাগড়া দেওয়া এদের কাজ - এটা ঠিক নয়, এমন কথাবার্তা স্রেফ মিথ্যাচার।
    যেখানে মানুষ ফাঁকে পড়ছে সেখানেই এরা যায়।
