    West Bengal Finance and Industry Minister Amit Mitra on Wednesday sought the help of FICCI to utilise the vast tracts of land now lying with the closed units in the state. Fears about land availability has loomed large over the state’s industrialisation prospects...

    “The land policy of the present government under Mamata Banerjee clearly states that there will be no forcible land acquisition from farmers. This is now being followed elsewhere,” he said. Citing recent protests by farmers at Noida, Mr. Mitra said that some states like Uttar Pradesh were now towing the west Bengal government’s line. He said the State has one lakh acres under various government departments which was readily available for setting up industries. Land problem is there everywhere but this is land on the table he said.

    Responding to a query on whether the land lying with closed units in the state could be unlocked and sold to the state government, the minister urged FICCI to “take the lead in forming a core committee which will talk to industry to take this initiative forward”. He however added that there were some complexities involved in this process including bank liabilities of these sick units and mortgages on the land. “ We need to navigate these issues .. Can FICCI help us”, he asked the gathering.

    CPM also cited RBI data which shows that credit growth for medium and small enterprises in West Bengal was highest during Left rule. Between 2005 and 2011, according to the NSSO, more than 40% of the new manufacturing jobs created in India were generated under the Left Front rule in West Bengal alone. Out of the 58.7 lakh manufacturing jobs created all over India, during this period 24 lakh were in West Bengal while the 'Gujarat model' delivered only 14.9 lakh, the editorial said.

    "During 2007-2008, despite the belligerent anti-industrial campaign led by the Trinamool Congress centering on Singur, West Bengal, under the Left Front government, achieved a 12% industrial growth, the highest in the country," it said.

    In case of agriculture, the editorial said, Left Front government in 1976-77 inherited a rice deficit state. "During the 34 year Left Front government in West Bengal, it became a state ranking first in terms of rice production and vegetable production amongst all states in the country.

  • As workers and their dependents continue to die due to malnutrition and lack of medical treatment in the tea gardens of Dooars, a nationallevel forum has been set up to work as a pressure group.
    The forum would try to find a solution to the ongoing problems in the tea industry, which employs more than three lakh workers.
    The forum, which is yet to be named, would hold its first national convention here on November 22 during which it would announce its ‘Siliguri Declaration’.
    Sukman Moktan, a social activist from Bagrakote in the Dooars, where recently many workers died due to malnutrition and lack of medical treatment in a tea garden, said, “The state government and the Centre’s failure to reopen closed and abandoned tea gardens has necessitated a prolonged movement involving intellectuals, academicians, social activists, researchers, lawyers, journalists and tea garden workers.”
    Moktan, who has been made the coordinator, said the decision to form the national-level forum was taken at a meeting held at Bagrakote last Saturday.
    The 16 tea gardens in Darjeeling hills, Terai and the Dooars are reeling under serious crisis. Thousands of workers have not been paid their wages, rations, provident fund, gratuity and other statutory benefits for months.

    খুবই বাজে কাজ করছে সন্দেহ নাই, এর জন্য এই অ্যাটিভিস্টদের যে কত গালি প্রাপ্য হবে, সেটাই দেখার।

    ওদিকে সেদিন সার্ভে করতে গিয়ে ত্রিপুরায় এক দারুণ চা বাগান দেখলাম। সমবায় ক'রে চালান ওঁরা। দুর্গাবাড়ি টি এস্টেট। মূল কর্ণধার যিনি, বলছিলেন, কীভাবে বন্ধ হতে বসা চা বাগানকে সমবায় বানিয়ে ওঁরা বাঁচিয়েছেন, লাভজন্ক করেছেন। শ্রমিকদের ও অসন্তোষ নেই, ভাল আছেন, সমস্ত সিদ্ধান্ত নেন একসাথে। সব বেনিফিট টিট ঠিকভাবে পান, মজুরির সাথে সাথে। সত্যিই দেখলাম, শ্রমিকেরা অন্যান্য চা বাগানে যা দেখেছি, তার থেকে অনেক ভাল আছেন।

    এরকম সমবায় ওঁরা আরো কয়েকটা জায়গায় করেছেন শুনলাম। অন্য একটা চা বাগানের মালিক বহুকাল আগে অপহৃত হয়েছিলেন, আজও কোনো খবর নেই তাঁর, তারপর থেকে সে বাগান প্রায় ভুতুড়ে হয়ে পড়েছিল, তবে চায়ের পাতা তোলার কাজ চলত, অনেক শ্রমিক এর উপর ডিপেন্ডেন্ট। সেটাও ওঁরা কিনে চালাবেন শুনলাম।

    বলছিলেন, পব থেকেও নাকি সরকারি ও অন্যান্য লেভেলে আগে আর এখনো যোগাযোগ করেছে ওঁদের সাথে। সমবায় ক'রে চা বাগান চালানোর ব্যাপারে সাহায্যের জন্য। জানিনা কতটা কী ডেভেলপ করেছে, বা এটা কতটা কী সিরিয়াসলি করা হয়েছে বা হচ্ছে। তবে উনি বলছিলেন, এই সমবায় ক'রে চালানোর কাজ মোটেই সহজ নয়, অনেকেই পারেনি।

    অফিসে গিয়ে দেখলাম, চীনের উপ প্রধানমন্ত্রী থেকে ভিয়েতনামের মন্ত্রী, অন্য তাবড় তাবড় নেতা কারা সব ভিসিট করেছেন, তার ছবি।
    তবে দেওয়ালের বাকি ছবিগুলোও ইন্টারেস্টিং। রবীন্দ্রনাথ থেকে শরৎচন্দ্র, মার্ক্স থেকে নেতাজী হয়ে জ্যোতি বসু, সবাই আছেন ঃ)

  • সেটা হয়ত ঠিক কিন্তু ৭৬-৭৭-এ পব rice deficit রাজ্য ছিল। মধ্য সত্তরে গ্রাম থেকে চালের চোরা চালান দেখেছি। খোলা বাজারে চাল বিক্রি বোধহয় নিষিদ্ধ ছিল। আর বিয়ে-অনুষ্ঠানে নিমন্ত্রিতের সংখ্যা "অতিথি নিয়ন্ত্রন আইন"-এর আওতায় আসত।

  • মীরাতুন নাহার সেই বাম আমল থেকেই বলে যাচ্ছেন তাই তাঁকে নিয়ে কোন সমস্যা নেই। সমস্যা হচ্ছে যারা বাম আমলে এবং এই আমলেও বামেদের ছেরাদ্দ করত ও করে তাদের নীরবতা নিয়ে।

    যেমন কিনা যেসব অ্যাক্টিভিস্টদের ঘরের দেওয়ালে "রবীন্দ্রনাথ থেকে শরৎচন্দ্র, মার্ক্স থেকে নেতাজী হয়ে জ্যোতি বসু," সকলের ছবি ঝোলে তাদের নিয়ে কিছু বলা হয়নি। গাল দেওয়া হয়েছিল তাদেরই যারা সকালে অ্যাক্টিভিস্ট ও সূর্য ডুবলে তিনোদের বন্ধ দরজা মিটিং-এ উপস্থিত থাকত।
