    Premier Pauline Marois today called an election for April 7 as she met Lieutenant-Governor Pierre Duchesne to ask him to dissolve the provincial legislature. Polls show Marois’ separatist Parti Quebecois may have enough support to form its first majority government in more than a decade.

    “Today, I have summoned my ministers and we have taken the necessary steps to dissolve the National Assembly and call an election,” Marois said in televised remarks in Quebec City. “It’s now up to you, Quebeckers, to decide.”

    A majority would set the stage in the French-speaking province for a possible referendum on secession from the rest of Canada, roiling credit markets and threatening to push the Canadian dollar lower.

    The Crimean referendum was fully in line with international standards, its results should be recognised both in Ukraine and western countries, Austrian member of the European Parliament Johann Stadler said at the final press-conference of international observers on Sunday.

    Latvian MP Tatyana Zhdanok said in turn that there were no irregularities at the polling stations that she visited. She mentioned that voters’ activity was slightly lower in Bakhchisarai but still on average 40 percent of voters on the list had voted by noon.

    "We spotted nothing wrong in the voting procedure," she said.

    Tatyana Zhdanok emphasized high voting activity in Simferopol. "Queues formed already at 8 am there and at 10 am about 50 percent of the voters had already voted," she said.

    Zhdanok also pointed out that the voting was well organized and there were no breaches of democracy.

    The German utility RWE said on Sunday that it had reached a preliminary agreement to sell its oil and natural gas subsidiary, RWE Dea, to the Russian billionaires Mikhail Fridman and German Khan for 5.1 billion euros, or roughly $7 billion.

    The RWE Dea acquisition is the first known oil and gas transaction by the LetterOne Group, the investment vehicle Mr. Fridman and Mr. Khan set up in 2013 to invest the estimated $14 billion they received for selling their shares of TNK-BP, the Russian oil affiliate of the oil giant BP.

    The latest transaction brings the Russian investors a small oil company based in Hamburg, Germany, that could be a useful platform on which to build a wider empire. In Sunday’s statement RWE said that the Russian investment group intended to make the German unit “the principal conduit of the group’s investments in the oil and gas industry.”

    Although these questions are not exactly comparable because of differences in their wording and the number of alternative answers offered, the general pattern indicates persistence and even certain increase in the secessionist attitudes among majority of the Crimeans, especially ethnic Russians and Ukrainians. For example, the 1996 SOCIS-Gallup poll showed that 68 percent of ethnic Russians, 47 percent of ethnic Ukrainians, and 9 percent of the Crimean Tatars wanted Crimea to join Russia. In addition, 17 percent of Russians, 20 percent of Ukrainians, and 30 percent of the Crimean Tatars favored independence of Crimea. In the 2008 Razumkov Center Survey, 85 percent of ethnic Russians, 65 percent of ethnic Ukrainians, and 17 percent of the Crimean Tatars in Crimea wanted this region to secede from Ukraine and join Russia. Separately, 49 percent of Russians, 45 percent of Ukrainians, and 39 percent of the Crimean Tatars supported independence of Crimea.

    In contrast to ethnic Russians and Ukrainians in Crimea, the Crimean Tatars support mainly not pro-Russian but Crimean Tatar-oriented separatism. For example, the 2008 Razumkov Center survey shows that 33 percent of Crimean Tatars, compared to 6 percent of ethnic Ukrainians and 2 percent of ethnic Russians, favored unification of Crimea with Turkey. In a separate question, 59 percent of the Crimean Tatars, compared to 2 percent of Russians and 7 percent of Ukrainian, preferred their region to become a Crimean Tatar national autonomy in Ukraine, even though the Crimean Tatars comprised according to the 2001 census about 10 percent of the population of Crimea, including Sevastopol city.
