    নিশুত রাত। বৃদ্ধ-বৃদ্ধার গলায় হাহাকার। শালবনির মধুপুর গ্রামের কোণে কোণে আছাড় খেল সেই চিৎকার, ‘আমার ছেলেকে ওরা নিয়ে গেল। বাঁচাও, বাঁচাও, বাঁচাও।’ রাত জাগা পাখি ডানা ঝাপটে উড়ে গেল। ছাদ থেকে ছুটে এলেন অণিমা, সমীর ও প্রীতিলতা। কিন্তু স্বপন তখন মাওবাদীদের কবলে। রাতের অন্ধকারে মিলিয়ে গেল ওরা। খানিক পরে তিনটি গুলির আওয়াজ। ভোরে খালের ধারে মিলল স্বপনের দেহ। হাত বাঁধা। সেটা ১৪ জুলাই, ২০০৯।

    পুজো? পুজো? মা-র তো ভাসান হয়ে গেছে। ঠাকুর দেখলেই আমার মায়ের কথা মনে পড়ে। নিজেকে কেমন উন্মাদের মতো লাগে। আমাকে আর কিছু জিজ্ঞেস করবেন না প্লিজ।

    প্রীতিলতার গলাও ভেঙেচুরে যায়, “মা গো, আসবে না মা?

    আমি কিচ্ছু কিনিনি মা। আলতা, চুড়ি, ফিতে।”

    খানিক ক্ষণের নীরবতা। নিঝুম দুপুরে ঘুঘুর ডাক। গাছ থেকে পাতা খসে পড়ে। একটা, দুটো, তিনটে। হঠাৎ মামার দেওয়া মোবাইলটা সমীরের পকেটে বেজে ওঠে।

    রিংটোনে শ্রাবন্তী মজুমদার গাইছেন, ‘মনে হয় বাবা যদি বলত আমায়...।’ সুদূর কোনও অতল থেকে ভেসে আসছে হেমন্ত মুখোপাধ্যায়ের ডাক, ‘আয় খুকু আয়, আয় খুকু আয়।’

    ক্ষমতার লালসা আর মানবাধিকার এই দুটোর মধ্যে কেমন যেন inversely proportional relationship.
    ফলে সিপিএম বা মাওবাদী , দুপক্ষেরই কারোরই মানবাধিকার নিয়ে কোন মাথাব্যথা হয় না।
    মানবাধিকারকে সম্মান করলে অনেক ক্ষেত্রে নিজের দখল করা জায়গা ছেড়ে দিতে হবে( ফিগারেটিভ এবং রিয়াল, দুটো অর্থেই); আর ক্ষমতাকে অগ্রাধিকার দিলে মানবাধিকার কোল্যাটারাল ড্যামেজের আস্তাকুঁড়ে যাবে। সে তিনি বুশই হোন কি সাদ্দাম, প্রকাশজী কি চিদাম্বরম, বুদ্ধবাবু কি শ্রীমতী মমতা।
    ছোটবেলায় শিখেছিলাম যে যুদ্ধ হয় দু'রকম,-- ন্যায় আর অন্যায়। অন্যায় যুদ্ধ বন্ধ করতে হবে, আর ন্যায় যুদ্ধ চালিয়ে যেতে হবে।
    এখন সেই বিশ্বাসে ফাটল ধরেছে। কারণ এখন আমার দুনিয়াটা আর সাদা-কালো নেই।

  • মানবাধিকার বস্তুটি নিয়ে কমিউনিষ্টদের নাক কুঁচকানো সর্বজনবিদিত। ওঁদের জায়গা থেকে ওদের মতো যুক্তিও আছে। কমিউনিষ্টদের কাছে অবিমৃষ্য মানব বলে কিছু হয় না। মানবকূল শ্রেণীবিভক্ত, ফলে প্রলেতারিয়ার অধিকার ও বুর্জোয়ার অধিকার এক নয় - ধণতান্ত্রিক বা সমাজতান্ত্রিক কোন সমাজেই নয়।
    কিন্তু অকমিউনিষ্ট দলগুলোয় মানবধিকারকে খন্ডিত করে দেখার প্রয়াস বেশ সাধারন। বিপাকে পড়লে মানবাধিকার নিয়ে গলাবাজী করেন। সুবিধামতো গালও পাড়েন।
    ক্ষমতা নিজেই একটা ক্ষমতা। সে তার মতো করে ক্ষমতাসীনদের চালায়। তার অন্যথা করা ক্ষমতাসীনদের ক্ষমতার বাইরে। আর ক্ষমতা মানে শুধু রাষ্ট্রীয় ক্ষমতা নয়। রাষ্ট্র, হবু রাষ্ট্র(মাওবাদী ও অন্যান্য বিদ্রোহী/বিপ্লবী দল ও গোষ্ঠী), পরিবার, পিরামিড সংগঠন, হাসপাতাল, শিক্ষাকেন্দ্র সব জায়গাতেই ক্ষমতার অধিষ্ঠান। ফলে ব্যক্তি মানুষের একটা লড়াই থাকে নিজেকে ক্ষমতার বাইরে রাখতে চেষ্টা করা ও ক্ষমতাকে অ-ক্ষমতা দিয়ে মোকাবিলা করার।

    Summary: According to news reports, the Chhattisgarh home minister Nankiram Kanwar has threatened to ban PUCL and has accused it of supplying arms to Naxalites. He is also reported to be considering prohibiting Swami Agnivesh from entering the state. There were also other reports targeting the appointment of Dr. Binayak Sen to the Supreme Court panel on health care.

    And these reports follow the arrest earlier last week of Ramesh Agrawal and Harihar Patel and Ramesh's hospitalization in inhuman conditions. Today, the sessions court denied them bail.

    It is important that we respond collectively against these attempts to malign PUCL and oppose the continuing harassment and detention of human rights workers in Chhattisgarh as well as other states.

    It is with grave concern and utmost urgency that we write to protest the continuing threats to human rights workers in the state of Chhattisgarh. On Saturday, June 4, 2011, Dainik Bhaskar reported the state Home Minister Nankiram Kanwar’s public statement that the People’s Union for Civil Liberties (PUCL) was supplying arms to the Naxalites and that the Minister was considering banning the organization.

    PUCL is a Gandhian organization founded by Shri Jayaprakash Narayan to uphold and defend the Indian Constitution. PUCL has had an illustrious track record nationally and in Chhattisgarh of ensuring that the Fundamental Rights guaranteed by the Constitution are available to all the people of India. When elected and unelected public officials have usurped or attempted to usurp their powers, PUCL has often been among the few organizations that provide the only line of defense for many Indian citizens. Lacking access to normal judicial processes, it is to PUCL and other similar organizations that the poorest and the most marginalized often turn.

    This is particularly true in the case of Chhattisgarh, where, in the name of fighting the Maoists, the state machinery, including the police, has created for itself a documented history of acting with impunity, engaging in violence on a massive scale against defenceless people. In December 2005, the state unit of PUCL in Chhattisgarh, under the leadership of Binayak Sen, along with several other human rights organizations, investigated and documented the atrocities - burning down entire villages, murder, rape, mutilation - committed by Salwa Judum, a vigilante force financed, armed and supported by the state. Petitions filed by Prof. Nandini Sundar and others and by Himanshu Kumar of the Vanvasi Chetna Ashram (VCA) have led the Supreme Court to order the state government to disband Salwa Judum and rehabilitate the displaced villagers. The state government has largely ignored these orders. Interestingly, immediately after PUCL conducted its investigation in 2005, the then Director General of Police O. P. Rathode declared to the press, Hum PUCL ko dekh lenge (we will take care of PUCL).

    PUCL Chhattisgarh has been consistent in opposing violence of all kinds, including violence by the state and by private actors, whether Salwa Judum or the Maoists. PUCL has also been consistent in advocating dialogue with the Maoists as a means to end the violence in the state. It is in this context that the work of an upstanding citizen like Swami Agnivesh has to be seen. It should also be noted that Swami Agnivesh’s work has had the support of Home Minister
    P. Chidambaram in his attempts to initiate dialogue with the Maoists, though the attempts had to be aborted subsequently when the Maoist interlocutor was killed by the police. It was also the peace mission of Swami Agnivesh, with the support of Chief Minister Raman Singh, that led to the release of five policemen kidnapped by the Maoists last February. Sadly, when Swami Agnivesh and other activists went carrying relief supplies to the victims of a five-day long police operation in which the villages of Tarmetla, Timapuram and Morpalli were pillaged and burnt down, three men were murdered and three women raped, mobs of Special Police Officers attacked their vehicles with stones, threatened and turned them back, causing them to abandon their peace mission.

    Binayak Sen has given his entire professional career to the well-being of the poorest of the people of India, particularly the mine workers and the adivasis of Chhattisgarh. As an individual practitioner, as a founder of Shahid Hospital and as an advisor to the state public health programmes in policy formulation and as an advisor to the volunteer organization Jan Swasthya Sahyog, his contributions have been immense. It is in recognition of his lifelong work and contributions that the National Planning Commission has accepted his nomination as a member of the Health Advisory Panel. However, his human rights work with PUCL angered the state officials and the police, ultimately earning him conviction to life imprisonment under false charges based on fabricated evidence. To the great credit of the Supreme Court, it has seen through all this and has granted him his freedom, while he continues to challenge his conviction in the state High Court. The reprieve given to Dr. Sen by the Supreme Court and the legitimation of his work by the Planning Commission have proven irksome to the state and have led to a series of protests by the youth wing of the ruling Bhartiya Janata Party (BJP) in the state.

    The Vanvasi Chetna Ashram (VCA), under the leadership of Gandhian activist Himanshu Kumar, has had a long record of working with the adivasis of Chhattisgarh on issues of nutrition, health and development, often with the support and funding of the state government. After the Salwa Judum was created, VCA found itself having to provide refuge to the victims of its violence. The state government turned against VCA when VCA started to document the massacres committed by the Salwa Judum and the state police in the villages of Singaram, Matwada, Gachanpalli and Gompad in 2009 and to file cases in a state court and the Supreme Court seeking redress for the victims and punishment for the culprits. The state police summarily tore down the Ashram buildings in May, 2009, and ultimately hounded Mr. Kumar out of the state by the turn of the year. Two of its volunteers, Kopa Kunjam and Sukhnath Oyame, are now in prison on trumped up charges.

    Ramesh Agrawal and Harihar Patel are two outstanding, committed and non-violent activists who are among the latest victims of the state government. They were arrested on May 28, again on false charges. Requiring urgent medical care, Mr Agrawal was taken to a hospital where he is now being held, chained to his bed, in contravention of Supreme Court directives issued in 1995.

    For many years, both Mr. Agrawal and Dr. Patel have been raising concerns about the social and environmental impact of indiscriminate industrial expansion in the Raigarh district of Chhattisgarh. They have actively participated in the public hearings mandated by the environmental clearance procedures under the law. Mr. Agrawal is also a longtime Right To Information (RTI) activist and has frequently brought to light numerous irregularities related to environmental compliance, water pollution and social impact issues of different projects being proposed in the district. Dr. Patel has been leading the Adivasi Kisan Mazdoor Ekta Sangathan, which has been fighting against takeover of people’s land for industrial and mining activities in and around his village. Both Mr. Agrawal and Dr. Patel have also taken up several matters before the National Environment Appellate Authority (NEAA) and other regulatory authorities, raising concerns about faulty impact assessment, ineffective public hearings and instances of construction before mandatory approvals. In their most recent work, they exposed corruption in the grant of clearances to the Jindal Steel and Power Company, earning them the displeasure of the government officials and their arrest and detention.

    The state Home Minister Kanwar’s statement and other recent statements and actions by other Chhattisgarh government officials and BJP leaders are clearly desperate attempts to malign PUCL, Swami Agnivesh, Binayak Sen, Himanshu Kumar, Ramesh Agrawal and Dr. Harihar Patel. These and other handful of human rights workers are the only remaining independent witnesses to the lawless conduct of the state officials and the last line of defense of the people against the depredations of the state machinery. PUCL and Dr. Binayak Sen brought to national attention the horrific history of the violence of Salwa Judum. Swami Agnivesh raised public awareness of the atrocities committed by the state security forces last March. Mr. Agrawal and Dr. Patel brought to light the corruption of the state officials and their collusion with a private corporation. The state finds these witnesses getting in the way of its machinations to conduct its business without the hindrance of the law and the Indian Constitution. Arresting them or threatening to ban PUCL and prohibit Swami Agnivesh’s entry into the state is but a prelude to getting these witnesses out of its way. It is incumbent upon all those who believe in the Indian Constitution and the rule of law to speak up and come to the defense of PUCL and Swami Agnivesh, Binayak Sen, Himanshu Kumar, Ramesh Agrawal and Harihar Patel.

    We dmand that the officials of the government of Chhattisgarh must cease their attempts to malign and harass PUCL, Binayak Sen, Swami Agnivesh, Himanshu Kumar and other human rights workers in the state.

    We demand that Kopa Kunjam, Sukhnath Oyame, Ramesh Agrawal and Harihar Patel be released and that the charges against them dropped immediately.

    এককালে উনিই না রাজনৈতিক বন্দীদের মুক্তির কথা বলেছিলেন, গ্রীনহান্টের বিরোধীতা করেছিলেন। যাক এখন যা বলেছেন সেটাই ঠিক কিন্তু আগে অপারচুনিস্ট খেলেছিলেন। সে ভালো যতক্ষণ দেশ ও দশের ভালো হয়।

  • দুটো কথা বলার আছে এখানে। প্রথমত, মমতা গ্রিনহান্টের বিরোধিতা করেছিলেন। কিন্তু সে বিরোধিতা কোন নৈতিক আদর্শের জায়গা থেকে (কবীর সুমনের মত) ছিল না। মমতার গ্রিনহান্ট নিয়ে বক্তব্য ছিল এই যে এই অপারেশনের আড়ালে সিপিয়েম ওখানে হার্মাদ শিবির গড়ে অস্ত্রশস্ত্র মজুত করছে। খুব একটা মিথ্যা কিছু বলেননি সেটা তো নেতাই কাণ্ডেই বোঝা গেছে। বিপুল সংখ্যক ভোটারও সেই "প্রচারে' সাবস্ক্রাইব করেছেন। জঙ্গলমহলের দিকের নির্বাচনের ফলেই তার প্রমাণ।

    দ্বিতীয়ত, নির্বাচনের পরে বাংলায় ক্ষমতার পট পরিবর্তন হয়েছে। এখন তৃণমূল ক্ষমতায়। প্রচুর "বেনোজল' শিবির পাল্টে তৃণমূলে যোগ দিয়েছে। ভবিষ্যতেও দিতে থাকবে। কাজেই যে মারটা সিপিয়েমের কর্মী সমর্থকরা নির্বাচনের আগে মাওবাদীদের কাছে খেয়েছিলেন, সেইটা শাসকপক্ষ হবার সুবাদে ওনার দলের বিরুদ্ধে নেমে আসবে। অতএব, বক্তব্যের সুর তো পাল্টে যাওয়া তো প্রত্যাশিত ছিলই।

    প্রশ্নটা তো ভালো বা খারাপ লোক বেছে মারার নয়। মাওবাদেরা এই রাষ্ট্রব্যবস্থর বিরুদ্ধে যুদ্ধ ঘোষণা করেছে। সেই যুক্তিতে তারা যাদেরই এই ব্যব্‌স্‌থার পোষক/প্রতিনিধি ভাবছে তাদের----।
    কিন্তু আমার কথা হচ্ছে ভালো হোক, খারাপ হোক-- কাউকে মারবে কেন?
    ওদের কে অধিকার দিয়েছে লোককে ক্লাসিফাই করা আর মেরে ফেলার!
    তাহলে আমরা সবাই মিলে যে যার রাজনীতি/ভাললাগা অনুযায়ী একে অপরকে ব্র্যান্ড করি আর মেরে ফেলি!

  • আপনি ডিএগ্রাইলেন না এগ্রাইলেন, এইটা একটু খোলসা না করে বললে কথা চালানো মুশকিল;-) মাওবাদী দের ট্র্যাজেডি হল প্রতিটি ক্যাম্পেনেই (যুদ্ধার্থে), তারা বিশুদ্ধ বাড়াতে হলে শুধুই খুন এবং কিছুদিন পর থেকে নির্বিচারে খুন করতে বাধ্য আর অশুদ্ধ হয়ে অ্যালায়েন্স গড়ে তুলে আঞ্চলিক রাজনীতিতে গুরুঙ্কÄ বাড়াতে গেলে তাদের পক্ষে মার্সেনারি হওয়া বাধ্যতামূলক। যাকে বলে guerrila operation is what they bring to the table. এতে জনগনের কিছু না কিছু উপকার হচ্ছে বলে ধরে নিতে শেখানো হয়েছে ইলেকশনের আগে পর্যন্ত। এই বার কি শেখানো হয় সেই যুক্তি সঞ্চার দেখার অপেক্ষায় আছি। মুখ্যমন্ত্রীর র বাড়ির সামনে মাতঙ্গিনি মহিলা সমিতি এবং অন্য কোন সঙ্গঠন অবস্থান/মিছিল করেছে, আবাপর ঐ লিংক এ দেওআ খবরে এটা আছে। ন্যারেটিভ টা বিচিত্র... পুলিশের 'অনেক দিন ধরেই সন্দেহ'... এই সঙ্গঠনের মাওবাদী যোগাযোগ আছে। হিলারিয়াস,কারণ এই সমিতির নেতৃঙ্কÄ কে বিশাল প্রেস টাইম দেওয়া হয়েছিল, প্রায় গোটা সকাল তারানন্দের স্টুডিও তে, যখন যাদব্‌পুরে তাদের বাড়িতে পুলিশ ঢুকতে চেয়েছিল। পুলিশ আলফাল। কারণ সন্দেহ করতে গেলে তো আর ওয়ারান্ট লাগে না। মজাটা হল আবাপ আগের বার সিভিল সোসাইটির প্রতিবাদের স্বাধীনতা ইত্যাদি দেখিয়ে দুজন ছাত্রী কে হিরো বানিয়েছিল, আজ তারাই 'অনেক দিন ধরেই সন্দেহ' বেচছে। বাংলা লিখতে তো আর পয়হা লাগে না। i will not be surprised, if these girls are persecuted with ideological support from the same press group(s).
    এর বদলে মাওবাদী রা ম্যাক্স কি করবে একটা ব্লাস্ট বা আরেকটা পুলিশ বা গরিব খুন। তো এই চক্রে মাঝে মাঝে এই দলের বদলে ঐ দল ক্ষমতা পাবে, আমার বদলে আপনি বা আপনার বদলে আমি বাঙলা লিখে পড়ে আনন্দ পাবো, আর আই এ এস রা কঠোর প্রশাসনের জন্য প্রশংসা পাবেন, এবং মানুষের সমস্যা সমাধান হবে না। আমাদের এই যশপ্রার্থী বা কমপ্লিট লাথখোর বিশ্লেষক দের মেন কাজ হয়ে দাঁড়িয়েছে, পড়ে মজা পাওয়া, আর লিখে বিরক্তি দেওয়া :-)

    আমরা শুধু গানহী বাওয়ার স্বপ্ন দেখতে পারি ভাদুড়ি-মতে।

  • মমতা ক্ষমতা পাবার আগে মাওবাদীদের ব্যবহার করেছেন সিপিএমকে চাপে রাখার জন্য। এটাও ঘটনা যে যৌথবাহিনীর কভারে সিপিএমও খেলছিলো। এখন কেস উল্টে গেছে। মাওবাদীরা আগের মতোই সরকারের কাছে আইন-শৃঙ্খলার সমস্যা। সরকারি দল পাল্টে গেছে। মমতা আজ ক্ষমতায়। ফলে হয় মমতাকে সিপিএমের মতো যৌথবাহিনী নিয়ে খেলতে হবে, নয় সিলেক্টিভ বন্দীমুক্তি করে মাওবাদীদের হাতে রেখে, আলোচনার প্রক্রিয়ায় নিয়ে আসতে হবে। মুসকিল হলো, সিলেক্টিভ বন্দীমুক্তি হলে, সিপিএম চেপে ধরবে। আবার একধারসে বন্দীমুক্তি হলে তৃণমূলের ভেতরে ক্ষোভ জমবে।
    কে রাজনৈতিক বন্দী, কে নয় সেটা ঠিক করার একটাই রাস্তা আছে সেটা নেবে কিনা মমতার ব্যাপার। রাজনৈতিক বন্দীদের ক্ষেত্রে দলকে দায়িত্ব নিতে হবে। নেতাই কান্ডের ধৃতদের পরিচয় সিপিএম কি না সেটা সিপিএমকে [প্রকাশ্যে বলতে হবে। তেমনি জ্ঞানেশ্বরী কান্ডের ধৃতদের মাওবাদী বলে মাওবাদী দলকে সেটা প্রকাশ্যে স্বীকার করতে হবে। তবেই তারা রাজনৈতিক বন্দীর স্বীক্রিতি পাবেন।

    People's Union for Democratic Rights, Delhi (PUDR) condemns the threats being issued by the CPI (Maoist) party to members of the Gram Swaraj Abhiyan and to others investigating and protesting against the killing of Niyamat Ansari at Manika block in Jharkhand.

    Niyamat Ansari, the convenor of Manika block unit of Gram Swaraj Abhiyan and the MNREGA Support Centre was killed on 2 March this year.

    PUDR expresses concern that posters and printed leaflets had appeared in Manika claiming to have been brought out by the CPI(Maoist) threatening to punish Gokul Vasant, Nand Lal, Jean Dreze and Aruna Roy for claiming Niyamat Ansari's innocence. It also contained a renewed threat to the lives of Bhukan Singh and members of the Gram Swaraj Abhiyan.

    The CPI(Maoist) party has owned up and justified the killing of Ansari by claiming he was involved in corrupt practices. A two member team comprising Gokul Vasant and Nand Lal from Daltonganj have investigated these allegations and declared them to be baseless.

    PUDR and many other organisations have condemned the killing and demanded that the CPI(Maoist) hand over the culprits, that they publicly apologise and that an assurance be given that no harm should come to Ansari's colleague, Bhukan Singh.

    PUDR finds this kind of intolerant behaviour by the CPI (Maoist) wholly unacceptable. We urge the CPI(Maoist) to recognize that people have a right to criticize and a right to carry on politics in accordance with their beliefs. Intolerance of people's rights to question does not pave the way for a just society.

    PUDR demands that the CPI (Maoist) withdraw the threat immediately and respect the right of people to form associations as per their conscience.

  • আজ (১৪ আগস্ট, ২০১১) দুপুরে একটি বাংলা বেসরকারী টিভি চ্যানেল সুত্রে জানা যায় যে, ডা: সিদ্ধার্থ গুপ্ত, যাদবপুর বিশ্ববিদ্যালয়ের গবেষক অভিজ্ঞান সরকার সহ আরো বেশ কয়েকজনকে পশ্চিম মেদিনীপুরের জঙ্গলমহলের যৌথবাহিনী গ্রেপ্তার করেছে। তাঁদের বেলপাহাড়ি থানায় আটক করে রেখে জিজ্ঞাসাবাদ করা হচ্ছে। থানার বাইরে ধর্ণা ও বিক্ষোভও হচ্ছে বলে খবর। খবরে আরো প্রকাশ, কলকাতা থেকে এঁরা চাকাডোবায় একটি গ্রামীণ হাসপাতালের উদ্বোধন অনুষ্ঠানে যাচ্ছিলেন। অনুন্নত ও দারিদ্‌র্‌যপীড়িত চাকাডোবা এলাকায় স্থানীয় অধিবাসীদের বহু বছর ধরে একটি স্থায়ী হাসপাতালের দাবি ছিল। বিগতদিনে কংগ্রেস ও বামফ্রন্ট সরকার এই দাবি পূরণ করেনি। পরবর্তীকালে পঞ্চাশটি গ্রামের জনসাধারণ মিলে নিজেরাই উদ্যোগী হয়ে ২০০৯ সালের এপ্রিলে একটি হাসপাতাল ভবন নির্মাণের কাজে হাত দেন। স্থানীয় চিকিৎসকেরাও এই স্বাধীন উদ্যোগে সহযোগিতার হাত বাড়িয়ে দেন। সম্মিলিত প্রচেষ্টায় হাসপাতাল ভবনের দেওয়াল নির্মিত হয়। চিকিৎসা পরিষেবাও শুরু হয়। কিন্তু সেই সময়ে বাম-সরকারের হার্মাদবাহিনী ও যৌথবাহিনী এই গণউদ্যোগে প্রবল বাধা দেয়। এই স্বাস্থ্যকেন্দ্রের ভারপ্রাপ্ত তঙ্কÄ¡বধায়ক অজিত সিং সর্দার ও চিকিৎসক লক্ষীরাম বাবু যৌথবাহিনী ও হার্মাদবাহিনীর হাতে নিগৃহীত হন। তাঁদের প্রচণ্ড মারধোর করা হয়। চাকাডোবার সন্নিহিত গ্রামগুলিতে ‘টহলদারি’র নামে যৌথবাহিনীর হানাদারি চলতে থাকে। হাসপাতাল ভবন নির্মাণের জন্য গ্রামবাসীদের আনা পাথরকুচির বস্তাগুলো বাজেয়াপ্ত করে সেগুলো দিয়ে যৌথ বাহিনীর বাঙ্কার তৈরি করা হয়। যৌথবাহিনীর আক্রমণে গ্রামবাসীদের মধ্যে আতঙ্কের সৃষ্টি হয়। চিকিৎসা পরিষেবা বন্ধ হয়ে যায়। হাসপাতাল তৈরির কাজও সেই থেকে বন্ধ হয়ে যায়। বিপন্ন ও অসহায় গ্রামবাসীদের অভিযোগ, “সিপিএম সরকার আমাদের জন্য চিকিৎসা পরিষেবার তো কোনও ব্যবস্থাই করেনি, বরং জনসাধারণ যখন নিজের উদ্যোগে স্বাস্থ্যকেন্দ্র নির্মাণ করেছে তখন যৌথবাহিনী ও হার্মাদেরা সেগুলি ধ্বংস করেছে। ডাক্তারদের মারধোর করেছে, ওষুধপত্র লুটপাট করেছে”। এখন তাঁদের প্রশ্ন নতুন মূল-তৃণমূল কংগ্রেস জোট-সরকার মোবাইল মেডিক্যাল ভ্যান চালু করার যে প্রতিশ্রুতি দিয়েছিল, তা এলাকায় আজও বাস্তবায়িত হয়নি কেন। গ্রামবাসীরা এখনও তাঁদের এলাকায় জনস্বাস্থ্যের প্রতি সরকারি অবহেলা, উদাসীনতার বিরুদ্ধে সরব। স্বাস্থ্যকেন্দ্রের পরিষেবা চালু রাখতে যৌথবাহিনী, পুলিশ ও কিছু কায়েমী স্বার্থান্বেষী রাজনৈতিক নেতারা বাধা দিচ্ছেন বলে তাঁরা সরকারের দিকে সরাসরি অভিযোগের আঙুল তুলেছেন। রাষ্ট্রীয় সন্ত্রাসকে উপেক্ষা করে ‘পুলিশি সন্ত্রাসবিরোধী জনসাধারণের কমিটি’ চাকাডোবা সহ অন্যত্র বন্ধ হাসপাতালগুলো আবার চালু করার জন্য গণউদ্যোগের ডাক দিয়েছিল। সেই উপলক্ষেই আজ চাকাডোবায় স্থানীয় বাসিন্দারা বন্ধ হয়ে যাওয়া স্বাস্থ্যকেন্দ্রটি পুনরায় উদ্বোধন করে গ্রামের ঘরে ঘরে বিনামূল্যে চিকিৎসা পরিষেবা পৌঁছে দেওয়ার জন্য একটি গণসমাবেশের আয়োজন করেছিলেন। সিদ্ধার্থ গুপ্ত, অভিজ্ঞান সরকার প্রমুখদের সেই সমাবেশ অনুষ্ঠানে যোগ দিতে যাওয়ার পথেই যৌথবাহিনী বাধা দেয় ও এলাকার ‘শান্তি বিঘ্নিত’ করার দায়ে তাঁদের গ্রেপ্তার করে। জঙ্গলমহলের অন্যান্য গ্রাম থেকে গ্রামবাসীরা বাসে করে চাকাডোবা স্বাস্থ্যকেন্দ্রের উদ্বোধন অনুষ্ঠানে যোগ দিতে আসছিলেন। যৌথবাহিনী তিনটি বাসকেও মাঝপথে আটক করেছে।

  • In a joint statement issued by the interlocutors and the Maoists, the rebels have promised to restrain the use of arms for one month provided there will be no joint operation in the area. The joint statement signed by Sujato Bhadra and Choton Das - the two interlocutors and Akash -
    spokesperson of Maoist state committee said "that if there is no joint operation in the area then we will restrain arms for one month."

    "The government will have to decide whether they will suspend joint operation for a month and create a congenial atmosphere for talks," Bhadra told PTI.

    "The statement was signed on September 3 and there was an embargo till October 3 and after that the content of the statement was released to the media," Bhadra said.

    When asked about other issues highlighted in the statement, Bhadra said "If there is any attack on the rebels by armed groups functioning in the area then the Maoists will report it to the interlocutors and subsequently it will be reported to the government," he added.

    "The government will have to assure and take every possible step to decommission these armed forces and that will help in creating an atmosphere for talks," he added.

    When asked whether it was a unilateral decision taken by the Ultras, Bhadra said "It is never unilateral because if the government promises to stop joint operation then only the Maoist will restrain arms but it is positive move which will provide scope for a dialogue."
