    ৪) ১৯৯১ এর আগে আমরা ফরেইন এইড দিয়ে সংসার চালাতাম। ১৯৯১ এর পর বিদেশি ইকুইটি ক্যাপিটাল আগমের ব্যাবস্থা করলাম। বিদেশি ডিরেক্ট ইনভেস্টমেন্ট তত কিছু হয়নি। আমার মনে হয় ইকুইটি ক্যাপিটাল নির্ভরযোগ্য নয়। তার চেয়ে ডিরেক্ট ইনভেস্টমেন্ট ভালো।

    দুই। শিক্ষা, স্বাস্থ্যে ব্ল্যাক ইকনমি কতটা বা কোথায় ? অনেক সরকারি প্রোগ্রামএর অডিট বা এমনি রিপোর্টে যা দেখেছি, বরাদ্দ টাকা আন্ডারইউটিলাইজড।কেন্দ্রের কাছে ফেরত যাচ্ছে। আর অন্যদিকে, যে খাতে খরচ করা দরকার, সে দিকে নাই।
    আর আরেকটা কথা। স্বাস্থ্যে কিন্তু বরাদ্দ বাড়তে চলেছে। এবার প্রশ্ন হল,স্বাস্থ্যের বেসরকারিকরণ পাশাপাশি চলতে থাকলে আর নানাবিধ ppp মডেলে সে টাকা যেতে থাকলে, কাজের কাজ কতটা হবে ? বিপিএল পপুলেশেনের জন্য নানা স্বাস্থ্য যোজনা চালু হচ্ছে। ইন্সিরেন্স। সরকার টাকা দিচ্ছে। এগুলোর জন্য নথিভুক্ত হচ্ছে পাচ্ছে বেসরকারি হাসপাতালগুলো। সেক্ষেত্রে?
    অবশ্য এখানে একটা ব্ল্যাক মানির গল্প থাকতে পারে। খাতায় কলমে সরকারি হাসপাতাল থাকার কথা হলেও প:বঙ্গ ও আরো বেশ কিছু রাজ্যে বাস্তবে সব সরকারি হাসপাতাল বাদ দিয়ে কেবল কিছু ফর প্রফিট বেসরকারি হাসপাতালই এর আওতায় এল কীকরে, সেটা রহস্য। এমনকি শুনেছিলাম, শ্রমজীবী হাসপাতালের মত নন-প্রফিট হাসপাতাল গুলো এই স্কিম পেতে চেয়েও পায়নি।
