  • The 'Maoists' of Manesar

    এগুলো অনেকবার বলা পুরানো কথাই। তবুও থাক।

    ..Unsurprisingly, whenever people at the receiving end tend to defy the multilayered barriers erected by the state to express their anger, the state automatically brands them as Maoists. Dalits and adivasis easily fit the bill. In Bastar, adivasis who refuse to leave their habitat in defiance of the state writ are deemed to be Maoists and are butchered by the security forces. When dalits spontaneously poured out into the streets in protest against the atrocities at Khairlanji, they were termed as Maoists and severely battered. Industrial workers, tamed by the economism of their leaders, were, at least until recently, not in that category. But with their militant protests, interestingly in the industrial backyard of Delhi – the Honda workers were publicly battered by police seven years ago and the Maruti workers’ exemplary struggle since last year – they have been bracketed with those whom Prime Minister Manmohan Singh called “the greatest internal security threat” to this ৌন্ত্র্য।।।।।

    On 18 July a meeting to resolve the issue went on beyond 3 pm with both sides sticking to their guns. Suddenly, 100 to 150 bouncers entered the premises along with the second shift workers and started beating the leading workers. The exact truth of the matter may never come out but it is largely established by the injuries the workers received that management had called in hired goons to deal with the irate workers. If true, the entire responsibility for the violent incident, including the death of Dev, squarely rests on the management because it planned, provoked and precipitated the violence that culminated in the unfortunate happening.

    The union has thus demonstrated how to build class unity, how to resist caste oppression of dalit workers as an integral part of the class struggle, how to shun narrow economism and persist with principled struggle against all odds...

    The business class felt that such acts of violence would damage the image of India as a manufacturing base and as a safe investment destination, especially in view of the economic slowdown. Indeed, the police arrested over 100 workers, but not a single person from the side of management. The incident inflicted serious injuries on both workers as well as managers. It clearly showed that the violence was not one-sided or that it was the result of rioting by the workers as insinuated by the media. Obviously, the management also indulged in violence, either via the participation of its own managers or through its agents, or both. As seen from the root causes of the incident, it is the management that is primarily guilty in not discharging its obligations. How then has the violence been attributed only to the workers?

    The brouhaha over violence is always ridden with partisanship, the act being invariably attributed to the weaker side.

    একটু একপেশে লেখা হলেও এই শ্রমিকদের আহত হবার কথাটা ঘুরে ফিরে আসা তো এমনি রিপোর্টে ( যেগুলো বেশিরভাগই অন্য পাশ ঘেঁষে আরো একপেশে) চোখে পড়েনি তেমন। তাও এখানে ৯৩ জনের মধ্যে আহত শ্রমিকের কথা ধরা হয়েছে, যাঁরা গ্রেপ্তারের ভয়ে পালিয়ে গেলেন, তাঁদের মধ্যেও কেউ কেউ আহত বলে শোনা গেছিল।

    প্রথম দিনের রিপোর্টে পুলিশের নিষ্ক্রীয়তার অভিযোগ ছিল। মারপিট লেগেছে জেনেও পুলিশ নাকি চুপচাপ বাইরে দাঁড়িয়েছিল। পরে কিন্তু জেলা পুলিশ কমিশনার (ডিসিপি)-র পক্ষ থেকে বলা হয়েছে, পুলিশ ঢুকলে শ্রমিকরা আরও খেপে যায়, এজন্যেই তারা কারখানার ভেতরে ঢোকে নি। এরপর ডিসিপি এসে দেখেন ভেতর থেকে ধোঁয়া বেরোচ্ছে। ভেতরে গিয়ে দেখেন দোতলায় আগুন, এদিকে আন্দোলনরত শ্রমিকরা দুটো সিঁড়িকে ব্লক করে রেখেছে। আন্দোলনরত শ্রমিকরা এটা বুঝে সুঝে করেনি বলেই ধরে নেব। পুলিশ এবারে একটা সিঁড়ি থেকে লোকজনকে হটিয়ে দেয়। এই কাজটা তাদের করতেই হত। নইলে আরও লোক মারা যেত, রিপোর্ট অনুসারে ৩০ জন।

    সিঁড়ি কীভাবে খালি করল তারা? নিশ্চয়ই লাঠি চালিয়েছে অন্ততপক্ষে? তাতে ক'রে শ্রমিকরা আহত হবে। শ্রমিক আহত হয়েছে এটা থেকে প্রমাণ হয় না যে ম্যানেজারিয়াল স্টাফরাই তাদের মেরেছে কিম্বা তাদের এজেন্টদের দিয়ে ইচ্ছে করে মারিয়েছে। এতসংখ্যক আই-উইটনেস থাকা সত্বেও আর কোনও সাক্ষ্যপ্রমাণ জোগাড় হল না যা কিনা শ্রমিকদের পক্ষে যায়? শ্রমিকরা আহত হয়েছে, এই কি একমাত্র এভিডেন্স?

    ১৬ সদস্যের কমিটিতে মোট ৭ জন মারুতি শ্রমিক ছিলেন, বাকি ৯ জন অল ইন্ডিয়া ট্রেড ইউনিয়নদের প্রতিনিধি। মারুতির যে ৭ জন শ্রমিককে নেওয়া হয়েছিল তার মধ্যে ৩ জন কারেন্টলি এমপ্লটয়েড বাকি ৪ জন ছাঁটাই হওয়া। এইরকম একজন ভিকটিমাইজড শ্রমিক কমিটিতে যোগই দেন নি। এই শ্রমিকের বক্তব্য ছিল -- "I have started to understand the pro-management role of the unions."।

    সবরকম শ্রমিকদের কথা মাথায় রেখে ওয়ার্কাররা একটা প্যাকেজ দাবি করেছিল। ম্যানেজমেন্ট সোর্সের খবর ছিল এরকম -- Ahead of the scheduled wage negotiations, workers are demanding a hike in basic salaries which was as high as five times in some cases.

    আমি এই ঘটনায় একটু অন্যমত পোষণ করছি। এই ভয়ংকর ঘটনার পরিপ্রেক্ষিতে একটু শান্ত হয়ে তলিয়ে দেখা দরকার। আবেগ পরিপ্রেক্ষিতকে গুলিয়ে দেয়। ম্যানেজমেন্ট ও ইউনিয়ন দু'পক্ষের বক্তব্যই প্রেসে ও সাইটে এসেছে। প্রত্যাশিত ভাবেই দু'পক্ষই বিরোধী বক্তব্য রেখেছে। একে অপরকে দায়ী করছে। এবং কিছু কিছু বিন্দুতে দুপক্ষই নীরব থেকেছে। এ'সত্ত্বেও কিছু তথ্য বেরিয়ে আসছে যা নিয়ে কোন বিবাদ নেই।
    এক,
    এই ঘটনা শুরু হয়েছিল এক সুপারভাইজারের একজন শ্রমিককে জাত তুলে গাল দেয়া নিয়ে।
    দুই,
    শ্রমিকটি প্রত্যাশিত ভাবেই এর প্রতিবাদ করে।
    কিন্তু কি ভাবে? প্রতিবাদের ফর্ম নিয়ে ইউনিয়ন নীরব। ম্যানেজমেন্ট বলছে যে ও সুপারভাইজারকে চড় মেরেছিল।
    তিন,
    ম্যানেজমেন্ট শ্রমিক দ্বারা সুপারভাইজারি ক্যাডারের গায়ে হাত তোলার "অপরাধে" ওকে সাসপেন্ড করে।
    রাজদীপ ভুল বলেছে। সাসপেন্ড মানে আদৌ বরখাস্ত করা বা চাকরি খেয়ে নেয়া নয়। সাসপেন্ড মানে সাবজেক্ট-টু-ইনভেস্টিগেশন সাময়িক ভাবে আদ্দেক মাইনেয় বসিয়ে রাখা।
    ইউনিয়ন কোথাও ক্যাটেগরিক্যালি ডিনাই করছে না যে গায়ে হাত তোলা হয় নি। বলছে " লেজিটিমেত প্রটেস্ট"। আমি হিন্দি বলয়ে কাজ করে এটুকু জানি যে জাত বা মা তুলে গালি দিলে গায়ে হাত দেয়াটা লেজিটিমেট বলে ধরা হয়। আমিও তাই মনে করি।
    কিন্তু স্টাফ সার্ভিস কন্ডিশনে ( যেকোন অর্গানাইজেশনে) সুপারভাইজারি ক্যাডারের গায়ে হাত তোলা কে মেজর মিসকন্ডাক্ট বলে মনে করা হয়। সেখানে প্রাইমা ফেসি গায়ে হাত তোলার ব্যাপার হলে সাসপেন্ড হওয়াটা স্বাভাবিক।
    চার,
    সাসপেন্শন তোলার জন্যে HR ম্যানেজারকে উত্তেজিত শ্রমিকরা বলে। ও রাজি হয় না। বাদানুবাদ হয়।
    তারপর ম্যানেজমেন্ট ও ইউনিয়ন নেতারা আলোচনায় বসে।
    এই অবদি সব ঠিক। এইটুকু তথ্যও দুপক্ষের বিবৃতি থেকেই এসেছে।
    তারপর গান্ডগোল।
    ম্যানেজমেন্ট বলে যে আলোচনা চলাকালীন বেশ কিছু উগ্র শ্রমিক হামলা চালায়। পেটায়, ভাঙচুর করে। আগুন ধরিয়ে দেয়।
    ইউনিয়ন বলে আসলে আক্রমণটা করেছে মালিকপক্ষের ভাড়াটে গুন্ডারা। ওরা ধারালো অস্ত্র হাতে নিয়ে শ্রমিকদের আক্রমণ করে, পেটায়। ভাঙচুর করে।
    পাঁচ,
    এবার ফলাফল দেখা যাক। ওই গন্ডগোলে পুড়ে মরেছেন সেই বিতর্কিত HRম্যানেজার। আর আহত হয়েছেন দু'পক্ষেরই বেশ কিছু লোক। রাম মেহের ওই মৃত্যু নিয়ে আশ্চর্য ভাবে নীরব। ভাঙচুর বিশাল।
    ছয়,
    আমার ব্যক্তিগত মতঃ
    এক, যদি রাম মেহেরের কথামত বিশাল গুন্ডাবাহিনী ও পুলিশ আক্রমন করতো তাহলে HR পুড়ে মরতেন না। এত বেশি করে ম্যানেজমেন্টের লোক হাসপাতালে যেতেন না।
    দুই,
    ওই বিশাল পরিমাণ ভাঙ্চুর ও অগ্নিসংযোগ মালিকপক্ষের লোকজন করেছে ঠিক বিশ্বাসযোগ্য মনে হচ্ছে না। যদিও শ্রমিক ইউনিয়নকে ফাঁসাতে ওরা এই কাজ করতো তো ক্ষয়ক্ষতি টোকেন হত, এত বিশাল হত না। নিজেদের HR কে কেউ পুড়িয়ে মারে না। আর ইউনিয়নের যে দাবিদাওয়া নিয়ে আন্দোলন চলছিলো তার সুর এমন মাত্রায় ছিলো না যার জন্যে মালিকদের নকল ঘটনা সাজিয়ে এতবড় লোকসান করতে হবে।
    আমার ব্যক্তিগত মত ----এই ঘটনায় জঙ্গী শ্রমিক আন্দোলন নেতাদের কন্ট্রোলের বাইরে লুম্পেন প্রলিতারিয়েতদের হাতে চলে গিয়ে এই অবস্থা। তাই রাম মেহেরের বক্তব্যে শেষে বিনা পূর্বশর্ত মালিকপক্ষের সঙ্গে আলোচনায় বসার অনুরোধ।

    IMT Manesar, Gurgaon Date: 28/5/2013

    Our spirit of struggle has been further tempered in the hearth of repression. We are resolute to continue our struggle against the Maruti Suzuki management and Haryana government’s collusion with it, even as the Haryana police administration came down with brutal force to break our 57-day long dharna in Kaithal on 18-19th May and put 111 of us behind bars.

    When we were being taken to Kaithal Jail and even inside it this week, we sang ragnis and songs of freedom and struggle in the face of this repression. Four of us were kept in solitary confinement to pressurize us, but for two days from 18th May, we staged a hunger strike inside the Kaithal Jail to demand our rights and pledged to renew our struggle. In this spirit, we have decided to hold a protest demonstration and indefinite dharna from 1st June 2013 on, against the repressive actions of 18-19th May, in Kaithal and appeal to all pro-worker and democratic forces to join us in our struggle. We will also go ahead with our demands of release of 147 workers in Gurgaon Jail, the reinstatement of terminated workers and quashing of the case against the 11 workers and activists lodged in Kaithal Jail.

    After the arrests of 100 workers and activists and uprooting of our dharna site by the brute force of thousands of Haryana police personnel on the night of 18th May and 19th May morning, we saw our fellow workers, family relatives and supporters and activists who were staging a peaceful democratic protests face brutal lathi-charge, water cannon and tear gas on the evening of 19th May in front of the barricades near the residence of the R.S. Surjewala, the Haryana Industries Minister. Our parents and old women and men, were seriously injured, and 11 workers and activists have been arrested including Provisional Working Committee, MSWU member Ramniwas Kush, the advisor to our union and Gen Sec of Hindustan Motors SSKUnion Deepak Bakshi, local panchayat leader Suresh Koth and Kaithal municipal councilor Premchand under ridiculous charges of attempt to murder and many other non-bailable offences.

    From 20th May on, the securities to be shown for bail-bond was set at Rs.40000 each for the 100 workers and activists, which is clearly with the intention of harassing us through all possible means. On 22nd May, the bail application in the Chandigarh High Court for 16 of the 147 workers in jail since 18th July 2012 has been rejected and the case dismissed. We believe all evidence continues to clearly show our innocence and the management’s complicity in the incident of 18th July 2012, and its malicious intent to punish us for raising our voice for our fundamental right of freedom of association to form a Union and against the contract worker system. We are thus being subjected to repression not only in the form of police baton charges, but also through the corrupt channels of injustice. The same government which declares us criminals without any investigation, baton charges and arrests us to crush our questions on its jobless growth model, spends Rs.1.43 crores on the special public prosecutor in just 8 months as a RTI has shown.

    Against all this combined repression by the government administration police and the legal system which refuses to give us justice, we are resolved to struggle. Our friends and comrades and toiling masses throughout the country have lend us support, as the protest demonstrations have showed. Yesterday 27th May 2013, the joint trade unions of Gurgaon-Manesar-Bawal showed their solidarity by protesting in front of the Gurgaon DC office against the police repression on our struggle on 18-19th May in Kaithal and submitted a memorandum to the Chief Minister, Haryana. This includes factory unions like Maruti Gurgaon MUKU, Suzuki Powertrain, Suzuki Bike, Honda, Hero Motorcorp, Rico Dharuhera, FCC Rico Manesar, Munjal Showa, Omax Auto, Satyam Auto, Endurance, Lumax Auto, Napino Manesar Union as well as central trade Unions like HMS, AITUC, CITU, AIUTUC, and others. Similar demonstrations are been organized daily in solidarity in Delhi on 19th and 20th May by various organizations in front of Haryana Bhavan and Jantar Mantar and in front of the CM Haryana house, in Kolkata on 27th May where all struggling trade unions organized a joint rally of over 1500 people in front of Maruti regional office, in Patna, in Punjab and across the country in various places.

    We appeal to all workers, trade unions, pro-worker and democratic forces and individuals to continue to show solidarity by joining us on 1st June 2013 in Kaithal, Haryana in the protest demonstration and dharna by MSWU and stage solidarity actions in the coming days as we intensify our movement.

    মারুতি ছাড়া সব কটা গাড়ি কোম্পানীর অবস্থা খারাপ। এপ্রিল অবধি মারুতি গ্রো করেছে। তাও কেন শ্রমিক পিষে কোম্পানী চালাবে? খেয়াল করুন, অন্য গাড়ি কোম্পানীগুল ৩০-৪০% বিক্রি কমে গেছে। ওদের কেন গন্ডগোল হয় না?
    এত ঠিকা শ্রমিক কেন? যদি বা থাকে মাইনের এত বৈষম্য কেন?একই কাজ আলাদা মাইনে কেন?
    অতি লোভে তাঁতি নষ্ট হয়। মারুতিরও হচ্ছে।

    সরকারের উচিত ফেয়ার লেবার প্র্যাকটিস যাতে মানা হয় সেটা দেখা। কিন্তু পলিসিই নেই। শুধু জবলেস গ্রোথের পিছনে ছুটছে।

    মারুতির শ্রমিকদের সাফল্য আসুক এই চাই।

The press release addressing all democratic and pro worker sections of society wished to convey the decision taken by a general body meeting of MSWU of observing July 18th as a “Chalo Manesar” [March to Manesar!] day.
